I want to use Easy Transfer, but it won't open

I want to move files, mail, etc from my old 32 bit Win8 PC to my new 64 bit Win8 PC.

If I start Easy Transfer on the new machine it behaves as expected. On the old machine, either nothing at all happens, or I get asked for permission to make changes (which I give), and then nothing happens.

Presumably something has been corrupted in the migwiz folder. However, MS does not provide an option for downloading the Win8 version (unlike the earlier versions)

I thought I would copy the folder from my new to my old PC, but of course 64 bit versus 32 bit.

Does anyone know how I might restore this without using the nuclear option of 'refreshing' the PC?

Sorry if there is a stock answer to this, but I have tried searching.
