A couple of things I do that help, I delete my Prefetch files (Have them shut off) and I am using CCleaner Pro which cleans my browsers upon exit and when they reach 100 MB.
I'll try ccleaner pro, although I'm using the free version at the moment.

I'm going to double check on the browser cache and make sure it's on the ssd.
Ok then, that's not an issue.

I was just thinking that if I change the cache of the media drive to the ssd I would get better results in data reading files .
I believe you would only be asking for more trouble there, and, since that would have nothing to do with your current issue, I would not go that route... unless you are experiencing delays, lags, and spikes during other tasks that were not previously identified? Listen, your specs and speeds are great. Something else is amiss here. Are you wireless or wired? Can you provide a screenshot of your task manager when idle? I think we need to look beyond your initial report for some underlying cause. Here's mine with one browser window open:

I have set my total IE browser cache size to 50 MB, I don't know how to change the sizes or locations in Chrome Safari Opera and Firefox. Do those programs use the setting in Internet Options?

I have 16gb of ram (4x4) aside from the lag and stutters I've had a two crashes, I've downloaded memtest, two of the sticks had errors and the other showed no errors, there's still lag but not as many, I'll try and get another motherboard and do some tests.

Bad Sticks could cause a number of problems like this, and others more severe.

It may just be because of your ISP. Make sure you have high download speeds!

It's not from the ISP, because the problem happens when I watch video files, not just YouTube.

You may want to try viewing video on your PC with your antivirus programs disabled. In your specs, you state Windows Defender and Malwarebytes. The free version of Malwarebytes shouldn't be a problem, but the PRO version, maybe.

Today I'm getting a new motherboard (I'll change it from Z68 to Z77) and changing the connection of the media drive from the front bay directly to the motherboard.
