If you have the Windows 8 install DVD/USB:
    1. Boot it from DVD/USB
    2. on the first screen, hold SHIFT+F10 will give the elevated command prompt.
    3. Type diskpart then List Volume and find out which drive letter is your Windows OS
    4. Copy the file back to the Windows/System32 folder.

EDIT: If you don't have the Windows Install disk. Let us know, we'll find a way to boot it from the USB.

An excellent idea by topguncp! So, the workaround was to do it in an offline mode of sorts; eh? Great job and congratulations to Cryces as well.

    Yes

And btw. I wasn't able to acces the elevated command prompt by pressing SHIFT + F10. Maybe I did it wrong, though.

However, I could access the Command Prompt from the Recovery Tools on the DVD.

Did you hold down the SHIFT key while pressing the F10 Key ???
I just tried it and here's the screen shot

Edit: BTW, take My2Cents' advice. Create a backup Image before playing around with System Files.

@My2Cents: You can also use the Macrium boot disk, there is a Command Prompt on the taskbar.

Oh.. seems like I did it wrong.
I thought I had to press it while the cd is "booting" and thought I missed after arriving at the setup screen.
