Win8.1 Weather App Immersive Shell DCOM error

I did a clean install of 8.1 RTM yesterday and have a problem with Weather App. About 20x per second I get error id 10016 when I launch the app. It seems to be saying that my user does not have rights to launch "Immersive Shell" local server. From what I can see however this is picked up from defaults which do allow launch.

I've not changed any permissions as I don't really understand DCOM but do these setting look correct and does anyone else have this issue?

The error the OP is referring to is a permissions problem in Windows 8.1, not simply the Weather Live Tile not working correctly.

That particular error will fill the System log with thousands of errors in an hour, slowing the user's system. The fix we devised was on a Desktop, but it may work for Tablet PCs as well.

To fix it: Go to the Start menu (press the Windows key) and type "Logs."
Review the System error log to see a sea of Red X's. They will be labeled DCOM.

Start Menu > Type Regedit, open the registry editor. File > Search for 2F239 and later 1001.

Edit the Permissions for each item, adding full permissions for your User account, and create an Administrator account in each with full permissions. From the user's posted image:

Then, follow these instructions to edit permissions in DCOM:
Set Computer-wide Access Permissions

To access administrative tools, follow this link:
Windows 8 Administrative Tools: A guide to easy access

This error seems to be common with Windows 8.1, and should have been fixed before the OS was shipped: But you can fix the new Microsoft product you just purchased for yourself. :p
