New computer already had a UserID

I received a new computer that a friend brought over from the States for me.
Someone has already used the computer and created a User ID - presumably at her home. The system is offline and requires I use the password of the last user. My friend swears she knows nothing of the person who did this. That person has not replied to my desperate email for the password.
**How can I get control of the computer so that I can reset it when the login screen already has an active User ID that requires a password?

Thank you. Someone just told me how to reset the PC before it boots into Windows. That seems to be working.
