Whenever i press shutdown or restart, the computer won't react. But instead, a process called " Windows Start-Up Application " appears in task manager and is using ~25% of my cpu . This happened in the past b4 and i think it was related to my external hdd connected by esata (AHCI). I fixed it by turning it on and off. But this time it doesn't fix the issue.

This started a couple of days ago when i was using the external hdd. After i was done, i turned it off while the computer was on. After several sleep/hibernation, i notice i can't turn off my computer/restart it.

-Fast start up is disabled
-this happens in safe mode too
-didn't install any updates
-I am dual booting with windows 7 x64 and it doesn't happen on that.
-Attempted a clean boot but liek i said, it won't shut down or restart
-it can hibernate and sleep
-tried different power plans
-when i end the process " Windows Start-Up Application " , it BSOD.

EDIT: I would also like to add that if i press the power button on my pc, the screen will say " shutting down..." for a very long time and it never does shut down.

Did you attempt a clean install and did the installation hang at automatic restart points (forcing a manual power off) to continue the installation process?

i didn't attempt a clean install because i have university so don't have the time.

Is clean install the same thing as refreshing/resetting the pc?

I would also like to add that if i press the power button on my pc, the screen will say " shutting down..." for a very long time and it never does shut down.

Ok, My first response was prompted because you said
Whenever i press shutdown or restart, the computer won't react
and that is different from
if i press the power button on my pc, the screen will say " shutting down..." for a very long time and it never does shut down.
In any event, good luck with getting your issue resolved.

k found a fix from this link: Can't shutdown/restart Windows 8 Pro RTM due to WinInit.exe

for me I had to do 2 things to fix my problem.

first i did this:

ok, if you can't shutdown, start regedit, go to

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager: BootExecute
remove all entries except

autocheck autochk *

Then i ran chkdsk on my external hdd connected with esata (said it found errors). For some reason, it says the drive is fine when connected with usb.

After doing theses 2 things, my computer is back to normal
