You probably need to replace it.

Using a restore point before this happened is one way.
    Or a refresh.
    Or a restore.

    I'll try.

In Control Panel, click on Recovery.

    Click on Open System Restore.

    Click the Next button.

Choose a restore point & follow the prompts.

I have no knowledge of Steam.
    I can't help with that.

If you opened a .dll file with Notepad & altered it, it is now corrupted.
Did you see something similar to this:

    Attachment 27236
Ye , pretty much a bunch of letter and symbols
Did you save it after opening? , if so it's corrupt and you need to uninstall and re-install whatever the DLL was installed by.

It didnt work , i downloaded the dll reg in the table , but its not working
Did you double click on the downloaded dll.reg file to merge it, approve all the prompts for the merge, and restart the PC afterwards?

Is the .dll in question a system .dll or is it a .dll associated with a program you installed ?

If it is a .dll that came with a program, uninstall the program & then reinstall it.

    I'm just curious.
Why were you messing with your .dll files to begin with ?

    I'm glad Shawn came back.
Problems like this are hard to deal with.
