Language issues

My sister just got a laptop with Windows 8 preinstalled, and by mistake, she chose Indonesia as her country during the initial configuration thingy. That changed the language and stuff to indonesian. I changed everything back to English(US) from everywhere I could possibly have done that, but the login screen still displays stuff in Indonesian. Also, I have to install Office on her laptop. I tried doing that, but it said it couldn't install on her laptop due to some language issues before even starting to get installed.
Somebody please tell me what to do. I've always had bad experiences with Windows, but Windows 8 has crossed all limits.

So basically delete all files, programs, settings, etc? Is there no other way?

If it was my computer, that is what I would do.

If you can find another way go for it.
