How do I report a bug directly to Microsoft?

So I have been suffering from frequent system freezes on my laptop and I don't think that it is able to send the proper debug info to the Windows 8 Dev Team every time it happens. Is there some way that I can contact Microsoft directly (without being charged) to help report the data necessary to squash this bug?

yeah, but it isn't like it is creating a minidump when it hangs. If it were blue screening, I wouldn't be worrying about this because at least with a blue screen, the computer is acknowledging that something is wrong and upon reboot can send information. This is different. There is no message in the Windows Action Center saying that I should send information to Microsoft. The only indication that anything is wrong is a little entry in the Event Log that says that the computer was improperly shutdown. The computer can't compile debug info if the entire system freezes without warning, can it?
