cant boot. stuck at preparing automatic repair

I just came into possession of a laptop previously owned by my late uncle. It is a Toshiba satellite L675 and the stickers indicate it is a windows 7 model. However, when I open the machine and turn it on, I am welcomed by the windows eight logo. Past this, I get an endless wait time. It alternates from no message to preparing automatic repairs from boot to boot. I have tried to go into its preperscibed setup mode (f2 at startup) and the boot menu (f12 at startup) neither of these have taken me to a bios or any other interface. I have tried ctrl+f8 and have gotten no success. I have also tried every function key and ctrl plus every function key individually. I really don't know how you folks can even help me, youre just my last hope before dropping good money just to see what's up.
Ps: this is its first boot in my possession and can't provide any other information aside from what is on the labeling and what information I could find on this model on my phone (from which I'm posting this ludicrously long message.)

You are probably better finding the win7 product key ( maybe under the battery), getting a clean install iso of the correct Edition (e.g. Home Premium), then just install it by booting the dvd.

    It is all here:

This is all well ans good, but I have no user interface, is it possible to activate factory Windows on a seperate disk on a Mac computer (only other available comp) and have it in the disk drive to sort of force a reset?

This model is extremely fiddly to get into bios , the window for pressing F12 (The BIOS boot key) is REALLY tiny, press and hold F12 as soon as the power button is pressed, within 1-2 seconds at the most.

Tried that and got no BIOS :/ now the thing won't charge or turn on. My guess is that there is a connection issue for thw battery and the device, because the computer senses that its getting power and not the battery. Also, the charger is 19v and the battery is only 10 could this be the root of the startup issue, aside from the update eternity screen?
