    look at my screenshots below. there are definitely two setting within defender that need to be turned off for certain types of files not to be scanned even when just real time protection is turned off. how i found out that defender was still running in the background with just rtp shut down was to open the folder in question with the task manager open while monitoring the processes that are called on when i do so. a process started that was labeled " administrative malware scanner" until i shut of the administrative setting within defender.

    Yes, I did - But it looks exactly like my defender, the settings are named the same. Looks like you have simply shut off real time protection. Did you leave that box unchecked, or did you check it?

    (edit) in one image - It shows that Defender had been shut off. In the second, it shows Real Time Protection as Disabled. If you look around through there, there is a setting for "Scan Within Archives" - It's right in that area you posted- Shut that off.

    there are two screenshots. one of the realtime protection and one is labeled "administrator" that shuts off defender completely.

    edit. just turning off scanning archives didnt fix it. maybe because .paf files arent archives?

    Yah, that Administrator setting, removes the program from access. It's automatically shut off when you use a different AV program. On mine, it is ON and it cannot be shut off, because the panel is locked.

    probably because you dont have full administrative privileges. i dont run a different av program so i wouldnt know defenders behavior from doing so. all i know is i hate being blocked from accessing anything within my os of choice so i choose to shut every security feature completely off within my os and run hardware security while not doing stuff online that obviously is less secure. there are many guides on how to disable all the win8 protection of system root.

    and no .paf files are portable files.

    That's what it says they are in the link. I don't have any portable apps that use them though.
