General???/ squares while scrolling

Ok guys this is my first serious post. I'm useing Windows 8.1 with the latest updated google chrome browser.

I hope you can help me. What happens when i scroll i keep getting squares, Like this.


It took a while to get a pic of these because they would disappear supper fast. Here is a pic of them.

Do you have any ideal what i can do to fix this. Any suggestions would be helpful.

I'm assuming this only happens when browsing with Chrome; yes? If so, can you try another browser and see if that works?

it seems when i use Chrome it does it. After the latest update it started to have this problem.

The only other browser i used was Internet Explorer. No issues there. I guess it will be just something i will have to deal with.
It's the only browser i will use.
