If there are no solutions, and considering i only care that it goes to sleep so it doesn't drain my battery, I might simply remove my battery.
When I first updated to 8.1, my computer didn't sleep either, but now it does. I think the December 2013 Patch Tuesday fixed my problem.

However, although my computer sleeps when it's supposed to, I still turn it off at night or when I'm going to be away from it for an extended period of time. There's still that trickle of power being used even when it's asleep.

Leaving your laptop plugged in (without the battery) will add a significant amount of $$ to your electric bill each month. Although leaving the battery in the laptop while the power cord is connected to an electrical supply won't drain your battery, long term, it will shorten the life of your battery, so if you want to leave the laptop on 24/7, it's wise to remove the battery.

Also, I believe laptops default to automatically shut down when running on battery, so your battery doesn't drain if you leave it on.
When did you update your computer to 8.1, and where can I find this December 2013 patch? I just upgraded my windows 8 laptop to 8.1 a few days ago, so I don't know if it brings with it any patches.
Wynona said it was a patch Tuesday meaning one of the large routine monthly Windows updates. If you simply enable Windows update and then run all the updates that it automatically downloads you will get Wynona's update as one of the included updates.

If you're having sleep issues, Wynona's update may or may not fix your problem. It depends on the moon and stars.

I updated through the Microsoft Store when 8.1 first came out (and my computer didn't sleep) and again in [January? February? 2014]at any rate after the December patches came out. In between "updates" my computer crashed and had to be sent back to HP for repair. I was reluctant to update to 8.1 again, but eventually did and it slept. I can only surmise that the December patches did their job.

Every patch released by Microsoft has been rolled into the current Windows 8.1 update, so you should have them all.

What is very sad, though, is that although my computer now sleeps, you have all those in this thread that don't sleep. So far, none of us have a complete answer.

And the way you hold your mouth, the pressure you put on the keyboard and even if your legs are crossed at the ankles or knees.

It always seems the kiss of death to post it here but my computer has been sleeping flawlessly for almost a week. Local or MS account. And connected to a Homegroup.

For me the requestsoverride were the key. I checked powercfg -requests to see what was listed and set the appropriate overrides.

edit: Like I predicted once I posted this the computer didn't sleep. Literally for the first time in six days. Are we sure its not something associated with this website ?

For me, I checked powercfg -requests, and all categories say none, and my laptop still doesn't sleep.

Yep, that is not unusual. Mine is like that, too.

Local account seems to be the key along with the overrides I previously did. MS account will sleep for a while but then something prevents it. When it does nothing different comes up in powercfg -requests. So its local for me.

Dang, Orbital, I thought you'd just gone nutso, and the next email I clicked on says Microsoft has named Windows 9 Windows 10!

Maybe Windows 9 was the next Windows ME.
