[8.1] Add to Start Menu not working

[NOTE: I don't know where to place this question. If questions about 8.1 must go somewhere else please feel free to move it.]

My problem is that I can't add programs to Start Menu teh way I used to do it, with right click, context menu and Add to Start Menu. It is still there in the context menu, but it doesn't work.

Anyone knows?

Apart from that, in 8.1 when I install a new program, it won't put a tile in the Start Menu by default. I need to do it manually by looking for the program in the list and righ-click-add-to-start-menu, but again, it not always works.

Check "All Apps" by moving your mouse so the downward arrow appears on the start screen. You'll have to find the app there and choose "Pin to Start." If you can't find it in the list, search for it, right click, and choose "Pin to Start." Both should get you the same result.

What apps in particular?

One or two that I can't remember now, I am not even sure, but apart from normal apps or programs, I can't pin anymore some web pages from Internet Explorer as I used to, and I can't also pin the two direct accesses to Shut Off and Restart that I made for closing and restarting Windows on one click. Until now, I just pinned them to the Start Menu with no problem.

Again, I don't remember now what real apps didn't pin, but if I remember I will tell.
