By Default it will go into Metro, if you have any Start Menu enhancements installed, they instantly switch it to Desktop First.

Right click on your menu bar and then left click properties. Taskbar and start menu properties should pop up. On one of the tabs there are some new features such as start in desktop or something to that effect. Check to see if the box is ticked for starting in desktop. If it is un-tick the box and save. Reboot and see if it opens the way you want. Sorry I can't be more precise because I am on Windows 8 right now and don't have access to the W8.1. Post back with your results.

Sorry Tony all of the hype over 8.1 has my mind thinking 8.1. Are you using Firefox web browser and is it the default browser? If you are using Internet Explorer do you get the modern look when accessing via the tiles and the traditional look when opening from the desktop icon?

It took some fiddling around with a replacement Start menu program, but the desktop app in Metro (along with the Store app) is gone. I wonder how I am supposed to get these back?
