Is it okay to delete these Files?

Hey guys, on my main C Drive, I've had these weird looking files on here for the longest time, and even though they aren't that big in size I'd still like to remove them, the thing is, I don't know if it's safe.

Here is a Screencap of the files (the ones under Windows)

So should I just get rid of them?

    Hi,
Open Disk clean Up, click "Clean up system files", tick "Windows update clean up" then click OK, don't delete anything under Windows folder manually.

For some reason after doing it, the files are still there. I have also used CCleaner to clean out files and registry. Any other alternatives? Should I just remove those files completely, I've had them for a while.

These files don't belong to Windows, and therefore can be deleted safely.

In fact, Windows doesn't keep anything important in the root of the system drive, with the exception of "System" or/and "Hidden" files and folders. It certainly doesn't create anything new and vitally important in the root.

Programs are not supposed to keep their files in the root of the system drive either.

It looks like you unzipped an Archive into the Root Folder, never a good idea. You can delete all of those files, but I would rather move them all into a subfolder. Don't move any of the Windows files though. Those would be
    IO.Sys
    MSDOS.Sys
    Bootmgr
    hiberfil.sys
    pagefile.sys
    swapfile.sys
    and
    Autoexec.NT/Bat - Also. Bootsec.bak

Alright, sweet! Thanks guys, one more thing. I have a few other folders I was wondering about if I can keep or delete. I don't think I need them but I'd just like to be a bit safe. These are also on the (C Drive.

Would it be okay to delete:
    IBCommon
    SC2012OMRTM
    Intel

Just would like my main Folder to look better without those Folders. If you can help, that would be nice!
