Solved Control Panel is Blank When Opened

Hello, just recently I've been having some issues with my Control Panel. When I open it, it is completely blank. I've let it be for at least 9 hours, and the same thing persisted. I have absolutely no idea what could have caused this. I've searched around the internet and Googled like no tomorrow on this problem, and I came up with nothing, and not a single method I found worked.

I've created a video to demonstrate the problem. Hopefully it will help.

I appreciate any help I can get. I just want to get this annoying issue resolved.

    Windows 8 Enterprise 64-bit
    Computer type
    Laptop
    Screen Resolution
    1920 x 1080
1. If it's just recently, type rstrui on the start screen and restore to an earlier point.

2. If it doesn't help, open the command prompt as administrator and run
Code:
sfc /scannow
Zip up \Windows\Logs\CBS\CBS.log and attach.

Thanks. Apparently it was Paint.NET, considering when I restored it to before it was installed.
