Display Language problem

i just got a new win 8 home premium OEM English 64Bit desktop (G2020 H61 MSI).
it came with English Display language and Hebrew as second.
all was O.K. till i added Czech and Polish language packs.
the display language turned to Czech and the only way i can bring it back to English is by the "Over Ride" option in <LANGUAGE-Advanced Settings> where i have option for English UK instead of "use language list" (which gets me to Czech or Polish' but not Hebrew or English, no matter what order i put.)
(i prefer English US (no offense) because that is what we use here. plus, i don't want to get into trouble with this over ride because i don't speak Czech and Polish (my father does))
when i set it to one of the 2 new languages' i get an option in <English- options> or <Hebrew options>, to install a a language pack ("available"), but i tried this a few times , and both failed to install.
it seems clear that the "initial" language installation (Eng. / Heb.) can't "compete" with the full install (new) language packs, but i don't know why i can't install these Heb/Eng. language packs/
yes, i can try to uninstall Czech and Polish, and then see if i have the option to upgrade Eng./Heb., but it takes time (Slow) and may not work.
i did play with region and stuff, and my non-unicode is hebrew and loacl is israel
