how can i set windows 8 to run all programs as administrator by default so i dont have to select "run as administrator" each time ? I have a program that auto launch on startup and it needs administrator right.

I only have one account on my PC and it is the administrator account... i don't understand whats wrong

It is already disabled, exactly like in the screenshot on the page you linked.

Using the msconfig / Tools method to Disable UAC apparently does not completely disable UAC. You need to change the registry to do this. See here: Disabling User Account Control in Windows 8 - Yash's Blog - Site Home - MSDN Blogs

Running as administrator is very dangerous territory. If you are getting a lot of UAC & other security pop-ups, either there is something wrong with the security permissions of all files on your drive, which may have been caused by some third party program or malware, or the security & uac is tightened too much.

Be aware that if UAC is turned off with the registry modification modern (Metro) apps will not run. There are other issues as well. Read the warning in this article:
User Account Control (UAC) - Change Settings in Windows 8

Windows 8 was not designed to run without UAC. The ability to disable it was provided to meed unusual situations and you must accept the consequences of doing so.

Another option to run all programs as administrator without disabling UAC for all users is to enable the built-in elevated Administrator account, then sign in to it.

Everything that you run (or any malware) while signed in to the built-in Administrator account will "run as administrator" (elevated) by default with unrestricted access to the whole PC.

    Hope this helps,
