Hello.
Is there a way to switch to a different keyboard language for as long as a key/combo modifier is pressed? I only need like 4 letters from another layout.
You can imagine how often I have to switch back and forth so I'd like a key just like shift, using another character on the same key.

Imagine writing something like "și viața în țărână se sfârșește" (Romanian) with the new ă, î, ș, ț and â letters. Now I wouldn't write with the Romanian layout because this has the punctuation keys shuffled on the keyboard (more than the 5 keys).

In Linux/Gnome you can do exactly what I want.
In Windows on the other hand, in one of those links (Microsoft) there was a tip saying:
Do you just want to enter a few foreign characters? You can insert symbols or characters from other languages by typing ASCII character codes (see ASCII Character Codes),
say what??
or with the character map, a virtual keyboard

Anyway, the character map approach that you suggested is probably good given lack of options.

Would you want the onscreen keyboard in Romanian ???
I just set it up for Romanian with hotkeys Ctrl + F11.

See picture:

I also set the regular keyboard to use English or Romanian.

Let me know what you think. :)

Hello medab1 sorry for not replying in such a long time. Wow, have you made those screens yourself? Much obliged. It's almost MS' work isn't worth your trouble. What you did is as close as you can get to writing using 2 overlapping layouts.
Just from respect for your kindness I gave it a try but it simply won't access Language in Control Panel. It gets stuck and I have to end the task (Language window) from Task Manager. But I'm gonna do it.
Thanks again.

Yes, I do my own screen shots.
With Windows Paint mostly.
Thank you for your kind remarks. :)

You said, "it" simply won't access Language in Control Panel. It gets stuck and I have to end the task (Language window) from Task Manager.

What is "it" ?

Following is a series of 8 pictures about setting up Romanian on-screen keyboard:
