I just tried that on the desktop with file explorer and control panel. Shift f11 works on my system.

For me it works with just F11 by itself.

F11 is the default. But shift F11 also works for me.

All the f11 key will do is mute the speakers. I can get no other function. This is a Toshiba laptop in windows8 There must be a way to get full screen without the upper and bottom toolbars when I want to.

Sounds like Toshiba has usurped the F11 key for a different use, Maybe you can remap the key using a key remapping progam to make F11 (or some other Fn key) give you full screen.

F11 toggles full screen, Shift+F11 does nothing for me on my Dell desktop. Are you using a MacBook with the Boot Camp?
I can't find any mention of F11 usage in Windows 8. In Windows 8.1 (Blue) they are implementing a KIOSK mode which may do what you want.

Depends on keyboard configuration. Some keyboard have F keys as active by default. Some you need to press shift to activate F keys. On some there is Fn (in square box) key to activate F keys. Check your keyboard. In mine I have to press Fn+F11.

The ones I've seen, the Fn key provides an alternate use, like swap between LCD and external monitor, Wireless On/Off, etc.
