File icons not displaying for 32-bit programs

Similar to the issue wherein icons no longer load properly for Explorer, but this isn't happening in 64-bit Explorer.
So far I have only seen that 32-bit applications that require saving files or loading files will not show the icons in the dialog. 64-bit Paint.NET and 64-bit TeamSpeak 3 does not experience this problem, where several other 32-bit applications are, like Skype, uTorrent, MP3tag, etc.

I have tried the IconCache clear/refresh several times to no avail.
Some icons still show in the side panel that includes Computer, Libraries, Favorites, etc., but not all of them.

Any suggestions?

You might go ahead and run a sfc /scannow command to see if that may help if there's a corrupted or modified system file at fault.

sfc had reported that there were files that were unable to be repaired.

Please go ahead and use OPTION THREE in the same tutorial to create and upload your sfcdetails.txt file. I'll be happy to take a look at it to see what SFC was unable to repair. :)

I don't see anything in the log that would cause this issue.

You might see if doing a system restore using a restore point (if available) dated before this started may help.

I'm afraid it hasn't done anything for me. I managed to get it to run but it only removed my patched DLLs for custom themes.
I can't think of why this would be happening. If anybody has any idea where the icons are contained for the 32-bit shell, I will replace that file with one from the disc, but if that doesn't work then I might be SOL and will have to reinstall.
