cryptui.dll exception error

Hello.
Recently, I've noticed a few programs have been throwing up errors like this one Capture.PNG (Google Earth, for example). Skype also does it, but launches and works fine, Google Earth does not however.
I've tried running sfc /scannow but it didn't work. and I can't use an installation disk, as I upgraded to 8 from 7 using the Upgrade Wizard and don't have one.
What can I do?

What happens if you do this in a "Run" window?

takeown /f %windir%\system32\cryptui.dll
cacls %windir%\system32\cryptui.dll /G administrators:F

(provided your user account is in the administrators group)

Do all versions of Windows 8 contain that same file, I could send you mine. But I'm running 32 bit Win 8. What JL proposes should work, if it is a valid file, maybe it got corrupted.

That's the only other thing I can think of trying. I don't know if they're all the same (I'd think they are except for possible variations across 32 and 64 bit). If you want to try a fresh file, I can send you one from whatever flavor of Windows you have.
