Pressing WinKey + S will open this immediately, as shown. maybe even swipe from the bottom-right corner
List would show a mixture of recently used apps, apps most commonly launched this way, and newly installed apps. Maybe pinned apps also.
You can press alt+ 1, 2, 3, etc to immediately launch the first, second, third, etc app in the list (maybe ctrl + 1.. could open in snap)
you can start typing immediately to search through apps. pressing tab will cycle through searching through apps, files, settings, then lastly the current apps (but you can click on that to switch which app you want to search through) and of course you can use the arrow keys to move and enter to launch (or click or tap).
Thoughts? Would this work more to eliminate your need for a start menu?
