Hello Martin,
Sorry, but Group Policy and Local Security Policy MMCs are only available in the Windows 8 Pro and Windows 8 Enterprise editions, and not in the base Windows 8 edition.
You will still be able to manually set these policies in the registry though.
If there was something specific you were wanting to do, then please post back and we'll see what we can do to help.
