PC settings problem

Hello Friends,
I have a serious problem in my lap. cpould anyone help me out?
My problem is
"I have been using windows 8 licensed for past 3-4 months and it was working well.Now I uninstalled one windows update (microsoft redistributable x64) and from then on my problem starts. I cant open PC settings screen in my lap now. When I open PC settings screen,it redirects me back to the main metro screen.I couldn't solve this issue.So I got an idea to do system restore back to before unistallation but restore is also not working. "

Could anyone help me please. Or do I have to reinstall windows 8 again?

Try a system restore back to before the update was uninstalled: system restore. You might end up needing to do a refresh.

Refresh Your PC in Win8—Attempts to solve system problems by replacing system files without affecting user data files. Such files still should be backed up off computer. Installed programs will have to be reinstalled except those from the Windows Store. A list of uninstalled programs is provided on desktop. Your personalization settings will be maintained. System settings will be set to defaults. A Windows.old folder will be created at C:. You can delete it once you have everything you want from it--Windows.old Folder - Delete in Windows 8.
