My PC does not shut down

Hi all, I upgraded from W7 HP 64-bit to W8 Pro 64-bit last week. Even though I did a clean install, I'm running into a problem. Whenever I click on shut down my PC restarts instead. I disabled "turn on fast startup" under shutdown settings in power options. I also turned off hybrid sleep. Nothing seems to help - my PC still restarts when I try to shut down. So then I did a clean install of W8 again - and I still have the same issue. I switched out the PSU to a new one and it didn't help. I can't figure out what's wrong.

I have the latest GPU drivers. I have the newest motherboard/BIOS drivers Gigabyte put out. I'm lost - maybe its something to do with my BIOS settings? I've posted all images of my BIOS, could someone tell me if my settings are correct? This is exactly what I used with W7 and never had any issues. Can there be any other issues?

Maybe try resetting optimized defaults and disable turbo mode.

I tried disabling turbo mode and also reset to optimized defaults and the problem still occurs. W8 just restarts instead of shutting down. I'm lost.

Ok a couple of things to try would be to blow out the dust. Make sure behind the mobo is clean no dead bugs dust balls and such. Disconnect everything from the pc and just have your mouse and keyboard plugged in. Another thing to check and this may sound really stupid but double check the power options and make sure you have "choose what the power button does" make sure it's set to shut down.
The reset switch on the tower maybe stuck or malfunctioning. Try disconnecting the wire completely off the mobo, if it still reboots then hot pull both power and reset wires.

Good luck hope you can isolate the problem.

wow ,i would be a little cautious to do this ,cant imagin it would fix the problem ,not many towers have reset buttons any more .
how are you doing the shut down .try ALT+f4 and check shutdown

I can understand anybody's hesitation on this type of maneuver, I've repaired a ton of PC's and it's really nothing to worry about you just have to have the right tools and be very careful when working inside a tower. The safest way is to bench the mobo and start testing it outside the tower, if he still can't isolate the problem it's a last resort. A faulty switch can cause this reboot loop I've seen it on other PC's. Sometimes they break closed and sometimes open most times they just fail. But I seriously doubt he has to go that far unless he did have a fidgety switch from the start.

I just opened up the PC and dusted everything. I could not find a reset switch so I'm not where to look for that. Anyway I checked power options and the power button is set to shut down and fast startup is disabled. I tried to shut down again and it still restarts. I'm surprised because when I had W7 (with the exact same hardware and bios settings), I never had any issues with shutting down properly. I can't figure out why W8 is having this issue.

When I click shutdown, it restarts and shows the Bios screen. That's when I manually press the power button on my PC to force a shut down.
