You need to download Skydrive desktop version and install it. The Modern UI version will not update/create skydrive folder. After installed, you'll have a folder in file explorer & a skydrive icon on the system tray, right click->Settings to setup. Now you can use add/update/synchronize using drag & drop.
EDIT: if you have a smart phone such as Iphone or Ipad, you can also install Skydrive App from Apple Store

What you show there is a tile for Skydrive Folder, not Skydrive App and yes it does set up the folder but also install a desktop version of skydrive.

It doesn't help that there can be two tiles on the Metro/Start Menu which are both called "SkyDrive".
(Well done Microsoft for labelling them with exactly the same name )
The tile in the picture medab1 shows is the Desktop app (which you need to install as mentioned to get it in File Explorer), the tile with white clouds in front of a Blue background (see below) is the "Metro" version.
Skydrive desktop version is also bundled with Microsoft Office 2013 & Windows Live Essentials 2012 so if you install one of those, it will also install Skydrive desktop version.

Yes, It should have been labeled "Skydrive" & "Skydrive Folder". However the Icons are different.
