I plan to build a pc and would like to use the full version of either 8 or 8Pro (not OEM or Builders) and does anyone have any idea what the cost for those will be or where I can find them?

Not sure where you are, but you probably could go this route: Windows 8 Upgrade Assistant - Download and Run. Choose the option of downloading the ISO--from which you can make an appropriate upgrade install DVD or flash drive. I am assuming that you will have a license from a qualifying upgradeable OS to sacrifice when you do your install. The qualifying OS does not actually have to be installed.
When obtaining your ISO, you will have to download from a Windows machine having the same "bitness" as that you intend to use on the new build. Also, you will need to make sure that the download is going to be for Win8 Pro if that is what you end up wanting to install (recommended, for sure). You probably will have to use the refresh activation procedure described here: Clean Install with Windows 8 Upgrade.
Under the approach given in Windows 8 Upgrade Assistant - Download and Run, a hidden ESD folder can be found at C:\ESD on the computer used in downloading. I strongly suggest you store this folder off-computer for possible future use. And, I would do the same with the obtained ISO.
You also should be able to obtain a "retail" upgrade DVD from a retail outlet. Personally, I would use the MS full install system builder software--installing under the personal-use license (I know you said no to this option).

For a brand new system without a qualifying OS, you would need to purchase the OEM "System Builder" (Full) copy of Windows 8. It has a "personal use" license included that does allow you to transfer it to another computer in the future if you like just like the full retail versions of Windows 7.

Thanks....would you have any problems with the OEM license in case you would want to upgrade the motherboard in the future? I guess I have always been under the impression when you use the OEM version that you could not upgrade the mob with the same license.
