What Jack posted is a good idea if you like.

If you insists on a separate Outlook.com URL shortcut that opens with Chrome, then search for the chrome.exe file to find it's location. The path to this file is what you need for the shortcut.

    Code:
    "Full path of chrome.exe" http://www.outlook.com

It is also possible to have more than one instance of Chrome browser installed, pinned to taskbar, and running at the same time, for instance, Chrome Canary Build (the cutting edge development daily builds - occasionally unstable) and Chromium (Open source) browser , so you could have one of these dedicated to your outlook.com link.

not sure how you are creating the Chrome shortcut ,

i don't use chrome ,i use IE and Firefox ,Firefox set to default .
here's what i just tried using IE[because Firefox created shortcuts different than IE ] ,opened outlook.com ,i used save as option in File ,save to my desktop ,drug the icon it created to the taskbarto pin it and and it pinned it to Firefox ,so now if i right click oth the firefox icon in taskbar it has the link for outlook there ,i know this is not what you are looking for ,but just thought i would add what i did ,
maybe i works like that for Chrome ,right click on the Chrome shortcut and see if maybe it added there also .

was also thinking it may have to do with Default browser ,do you have Chrome set as the default browser

ok i installed chrome and it did the same as above when i created the shortcut ,it wanted to pin it to Google ,so i set chrome to default ,and when i drag it to pin to taskbar it said pin to chrome .so now if i right click on the chrome shortcut ,the outlook link is at the top of the list .

sounds kind of dumb to me .might just all when do what i have been doing for years with Firefox And IE ,just link shortcuts to the Favorites bar in the browser

why is everyone pushing Chrome? rishicash simply asked to pin outlook.com to the start screen.

    1) in IE10, bring up the address bar
    2) click on the pin button and select "pin to start"
    3) go to the far right of your start screen and then drag the tile to your desired location.

(note: I logged out so that any sensitive material wouldn't be shown in the screenshot. you can pin with your login information)

remember, if you have a very large start screen with a lot of tiles, zoom out so that you can traverse that distance much faster. with a mouse, hold down <ctrl> and scroll the wheel down. then when you want to return to normal view of the start screen, <ctrl> + <scroll wheel up>.
