I have a problem with my downloads folder

I recently installed AVG anti-virus because my old anti-virus expired. Now when ever I try to download something into my downloads folder a message pops up saying I don't have permission to alter the folder. I tried to solve the problem by changing my administrative settings but another error message pops up saying that the computer can't enumerate any of my files. Please help me

Uninstall AVG and just use Windows 8 built in AV, it's called Defender. It works really well.

I followed your advice and uninstalled AVG, however every time I try to open windows defender a message pop up saying that: "windows defender is turned off and isn't monitoring your computer" with subtext saying that "If your using another app for malicious or unwanted software, use action center to check take apps statues." What should I do?
