    Here ya go. Get into the Control Panel > Notification Area Icons > Click on "Turn system icons on or off"
    Turn on the power icon and you should be good to go. This pic shows the power icon screen.
    (control panel can be found in the metro tiles screen, Right Click in an open area and then left click on the All Apps circle in the lower right corner.)

    My guess then would be that Packard Bell has an app installed that is overriding the battery icon setting. See if there are any apps from Packard Bell installed that have something to do with management of the laptop.

    There is the Packard Bell Launch Manager application. It might have battery settings.
