Changing the "Alt+F4 screen"?

Hello.

Is it possible to change the "Shut Down Windows" screen (which appears if I press Alt+F4 on my Desktop)?
Currently the following options are available to me in the drop-down box:

*Change User
*Logout
*Energy Saving Mode
*Shut Down
*Restart

And it is defaulted to *Shut Down.
I want to get rid of all the options except: *Shut Down and *Restart. And I want to keep *Shut Down as the default option to show up. -Is this possible?

EDIT: I would also like to move the *Restart option so that it appears above the *Shut Down option (it is currently below.)

I don't think you can.

Why not create shut down and/or restart buttons to pin on your task bar or in the Start screen?

Not exactly what you are asking for, but consider: Restart - Add to Desktop Context Menu in Windows and Shut Down - Add to Desktop Context Menu in Windows 8.

And, there's always this: Power - Add Cascading Desktop Context Menu in Windows 8 (not what you want I am pretty darn sure).
