Windows 8 Store won't load, tried many things...:(

Ok so basically it will show the splash screen then go back to the start screen all other apps say this app cannot be loaded go to the windows store (I have removed them). Things I have tried:


1). I tried running WSReset.exe but I got the "Windows cannot find 'm-windows-store
clear.png
urgecaches'. Make sure you've typed the name correctly, then try again.

2) I cleaned the DNS, RAM, Search, Internet Caches.
3) I tried the Disk Cleanup
4) I tried a registry cleaner.
5) I created a second local user and the store loads!
6) I have the correct Date & Time Set.
7) I don't think that my Norton is blocking it if someone could direct me to the correct way to finding out.
8) I have the highest screen resolution set and size set to (Small 100%)
9)I have tried some registry and user policy changes that I cant remember to no avail.
10) I have used the app troubleshooter from Microsoft.


I want to avoid having to do a refresh as I had to do one recently and it is annoying when it removes all of the desktop applications, is there a way to re install windows without losing the applications.


I am using Windows 8 Pro,
