.JNLP file issue on Windows 8

I just purchased a new HP laptop and it has Windows 8 I am a police officer and have access to a program called Coplink normally on other computers I would just type coplink.chattanooga.gov/ in the webpage bar at the top of IE and when hitting enter it downloads it and saves it to desktop then I can just click it anytime and login but it doesnt do that on my new computer I guess because its Windows 8 I cannot get it to save and load it looks like teh file is .JNLP I really dont know much about this kind of stuff I just know how to use them so any help to get this on my computer and working will be greatly appreciated.

It allows me to download to the desktop. When click on link, a window comes up behind the browser window asking if I want to run the installer. There is a warning that the applications digital signature has expired, but checking the 'Always trust content from this publisher' and clicking run, opens it with java. So make sure you have the latest Java and look behind the browser window.

I downloaded JAVA 7 when I put the coplink.chattanooga.gov/ in the web bar and press enter at the bottom of my browser screen it says
do you want to open or save coplink.jnlp(4.87kb) from 64.203.102.180? And then open or save and you can pick save, save as, save and open but nothing puls up behind the browser
