Desktop issues!! PLEASE HELP!

    Try running sfc /scannow command multiple times. Hopefully, it eventually give you a clean bill of health.

    You did not answer Coke Robot's question. So, if it was an upgrade, and you can't find the problem, I would try a clean install to see if that cures your problem. Check out the tutorials section for additional information.

    Windows 8.1 64-bit

    The problem still did not go away. I believe the problem was there still when I had Windows 7.

    I cannot run the sfc /scannow command at startup because of some issues. I can only run it when my computer has started and I am logged in.

    You could try a refresh: Refresh Windows 8. If this procedure does not work, then as suggested above, a clean install seems like the thing to do.

    Refresh Your PC in Win8—Attempts to solve system problems by replacing system files without affecting user data files. Such files still should be backed up. Installed programs will have to be reinstalled except those from the Windows Store. A list of uninstalled programs is provided on desktop. Your personalization settings will be maintained. System settings will be set to defaults. A Windows.old folder will be created at C:. You can delete it once you have everything you want from it--Windows.old Folder - Delete in Windows 8.
