You can make anything, also icons.
Gimp is way too complex for most people, and has a terrible interface. And that's saying something, since Photoshop's interface is terrible as well.

A much better choice for most people is Paint.net

Paint.NET - Free Software for Digital Photo Editing

It's got all the features most people need, a much simpler and better interface, and free.
I've been using Paint.NET for some time, very easy to use and like you said most features are there.

I would be VERY careful with things downloaded from that site. They list Adobe CS2 as "freeware". I'd get the software from the source.

    PhotoFiltre Studio

Adobe has released CS2 as freeware, invariably to entice people to then upgrade.

Didn't catch up with the correction by Adobe. A lot of people downloaded the version in the belief that it was free. Though it's something like 10 years old and probably won't accept many of the subsequent updates that have rolled along. Even my CS4 no longer accepts some updates.

Get PaintDOTnet (sometimes Paint.net or Paint.Net). This is the latest version. Some sites say it is Win8 compatible. That's the way I run it. But, you could use compatibility mode. The program is killer for free. 64-bit support may be available for a reasonably current version here.

The free Photofiltre link is legit. Quote from the license: PhotoFiltre 7 is supplied free of charge for private or educative use. Wouldn't have posted it if there was any problem.

Paid (30 days trial) version is here: PhotoFiltre Studio X 10.7.3 free download - Software reviews, downloads, news, free trials, freeware and full commercial software - Downloadcrew

If anyone thinks there is any problem with downloadcrew, use PhotoFiltre Portable - CNET Download.com

For quick photofixing, it has this nice row of buttons available > brightness contrast, saturation, gamma, soften, sharpness.

    Edit, added better toolbar snip.

it is Windows 8 compatible, no need for compatibility mode provided you have the latest version. When I first ran it last August it didn't work in W8 but an update came out very quickly.

Cool. Yes, as said, it is running fine for me without using compatibility mode. I think that most sites, even those with the latest version, are being (typically) slow to update their compatibility info.
