Unable to create the task scheduler

Windows 8 x64 OS, now unable to create a basic task from Task Scheduler.
Typed all args, click the Finish button in the last step, an error:

"Transaction support within the specified file system resource manager is not started or was shut down due to an error
"
I have fixed it base on the URL below, but not luck.
You cannot change the settings for a file backup operation or use Windows Task Scheduler to change the defrag schedule in Windows Vista

How to fix it.

You should check the event log and see if there are specific error id's

Yes, i viewed the Windows logs, i found that the Windows Search is unable to start also, the same error if i start it from Service Manager.
