PC Settings bug

I have a weird problems with the PC Settings application on Windows 8.
As seen by the attachments, my PC Settings is all black and white. I was hoping I can find a whole metro UI 64bit replacement or something like that.

Someone else on the board had this problem. I can't find their message, but they solved it.. apparently it was something they did that caused it, and felt sheepish. I don't recall what it was though.

I think I just recreated it, you have picked one of the high contrast themes.

Go to the desktop, right click on an empty space on the desktop, click on "personalize" then pick "Windows 1" or any of the other themes you want.

HELP!! I have the exact same issue. This is the second time im having this issue. the first time, I had to reimage and now it just happened I really hope I can fix it without reimaging. Ive searched all around the net and I cant find a fix for it.
