I've suspected all along that the "Logo + X" menu is coming from a folder of shortcut icons.
Now I've found the folder. It has all the items in that menu, and several more.
These are shortcuts ready to use. You can pin them to the Taskbar, Start screen, Desktop, Quick Launch, or anywhere.
The path is too long to see in the window, but it's
C:\Windows\WinSxS\amd64_microsoft-windows-explorer-shortcuts_31bf3856ad364e35_6.2.9200.16384_none_1081915a9ab044a8

Several of these items are of interest:
The "01 Command Prompt" is the Admin kind -- the "02" is the regular.
The "Windows Explorer" is File Explorer, except that it opens in the "Computer" folder instead of the "Libraries."
This "Control Panel" icon goes directly to the alphabetical list of all Control Panel functions.
And this "Search" icon goes directly to the Metro-style Search screen!

To pin any program to Start Panel or Taskbar ex: Control Panel
On Start Panel I type c then right-click on Control Panel icon then click on option in lower left corner

To create a shortcut on Desktop or in Desktop Toolbar after right-click Control Panel click on 'Open file location'
right-click the shortcut icon and Send to Desktop (create shortcut)

I like the idea of one letter shows so many choices and typing more letters of the title narrows it down by removing some

Of course, if you want a particular app and you know its name, you can just type it. I was merely drawing attention to the "goodies" in that folder, a few of which the books and help screens don't tell you about.
