Can i get some help about whats going on with my windows 8

I have a Toshiba laptop with windows 8 and I have 2 users on the main user i log in and everythings black i go to the top corner the windows start and stuff pop up but when i click on start it just stays on the black screen and i cant do anything but the 2nd user this one works like its supposed to.

One option is to create a new user account for the one that doesn't work, then delete the one that doesn't work.

I had an issue with my second user, so I had to change it to administrator level and issues stopped. The catch is the two-administrators condition in my laptop (Toshiba L855), which I don't feel comfortable with, but at least helped as a temporary solution.
