I downloaded MovieMaker as a part of a bigger package called Windows Essentials.

I had to stop part of the way through as I don't have a windows messenger user name and password.

Now if I try and download the package again and choose to select what in the package I download it just says "You have already downloaded.

But I can't find any mention of the program anywhere.

[Would have looked in the old Programs list].

Where's the control panel? etc?

Control Panel is still there. Lots of ways to get to it, but the easiest is probably Ctrl-X->Control Panel.

Other ways include, Start Page -> Start Typing "Con" and select Control Panel from the list.

Start Page -> right click, choose all programs, Select Control Panel.

I'm sure there are other ways as well.

The go is you start typing "Download" at the new Start screen, and that shows not just files that have "Download in the name but also files in folders with "Download" in the name.

Then I asked it to go to the folder with the file in [you click the file name and all sorts of bells and whistles pop up about the screen one being go to the folder], deleted the instal file I downloaded and then types "Movie Maker" at the new Start screen and it was there.

There is a folder called C:\ProgramData\Microsoft\Windows\Start Menu\Programs and the new Start menu when you right click and get the bells and whistles when choosing go tot the folder takes you there to a short cut which resolves to "C:\Program Files (x86)\Windows Live\Photo Gallery\MovieMaker.exe

If you do right click at the new Start Menu the option I get is "All Apps" not all programs so get used to the word "Apps" as including the old "Programs"

You can move your cursor to left bottom of your screen, then right click and you have a menu in there including Control panel.
