bluetooth file transfer

hello.i had refresh my win 8 but after that I cant see the Bluetooth file transfer wizard in my start screen.how I can create a icon in my start screen?i don't find it with search!

I click on the notification up arrow on the desktop taskbar, right click on the bluetooth icon, then select 'send a file'.
