No, the gadget platform no longer exists on Windows 8. Live Tiles (on the Start screen) do basically the same thing, and Microsoft started pushing that to developers quite some time ago, knowing that gadgets would end with Windows 7.
Actually, Microsoft has officially deprecated gadgets in Windows 7 as well. They issued a hotfix that gets rid of them. The reason is that there is a security hole in the gadget system, and they're not going to patch it... simply get rid of gadgets all together.
This is why Microsoft got rid of their gadget gallery as well.
