Any help appreciated, because this is annoying to the degree that I am considering going back to Win 7 ... :/
I don't think it has been said yet, but when I upgraded from RP to RTM (no reformatting, just upgrade) the issue was fixed for a moment. For some reason, it came back later. I don't know if it came from installing the Nvidia Drivers or from a Windows Update or from something else.

    But gosh, it sucks..
It is unlikely that it's the Nvidia Drivers since I have an ATI graphics card (and the latest catalyst drivers). Since it also does not matter which game you start or how you watch the video, it seems like a more fundamental issue. It was rumored somewhere that it is some kind of power-saving mode for background application causing this, but it seems to be just speculation.

I figured out that if you put the games in compatibility mode - windows 7, the lag will go away completely....

Worked for me, I'm on Windows 8 pro

I agree, Microsoft should really look into this and change it. At least make the background fps cap an option so desktops who don't really care about battery consumption can turn it off....

I have all of those updates (I tried to install them again anyway but no go) and still have this problem. Switching to Win7 mode on the game does work for me though. It happens with all video players (VLC WMP PotPlayer) and all browser players Flash, HTML5, and Silverlight. VLC actually crashes and says it has to do with Direct3D. Amazon Instant refreshes the page and detects it as a monitor being unplugged. But if I don't change the compatibility to W7 it doesn't crash anything but plays at 4fps.
