There's DirectX 12 coming up for W 10, things may improve yet.

I am trying out Windows 10 and sadly the same issue from windows 8 remains. It is really early so we still have that hope. There is a feedback section where we can tell MS some feedback and i reported the issue. Really weird issue. I think it has to do with metro and worrying about multiple devices because in window mode the framerate will change. Who knows,i just hope they fix that issue.
Great. Maybe they pay attention to this unlike their websites...
Hopefully others who like playing old games will report it too.

Here's one of my Windows 10 videos. FSX seems to run better but it may be because it's a clean installation. But since Windows 10 is just Windows 8.1 with a few tweaks and interface improvements, I'm not really surprised.

How does it run in fullscreen? (If the FS has a fullscreen mode)

Yea so none of the new background stuff is added yet then right? Like what ever compatibility improvements they have, etc. That is why i was not surprised it's the same issue, not really a difference from 8.1 besides the new few interface and features. Also you had it running in window and games tend to run better that way. In full screen is when the frame rate issue occurs.

To be honest I would just play new games on your computer which are actually compatible with your graphics card

Wow this is a silly comment... We want to play with games we like, old or new. And compatibility is not dependent on the graphics card. Old APIs like ddraw are provided by the os in software.

This comment has absolutely no relevance to this topic at all. It's comments like this which obscure real issues reported in Windows through lack of understanding of the original issue.

Backward compatibility is THE issue. Be that a game, program or even HW. I'm against it for just for any price if it is detrimental to OS as a whole but if it's just fixing some API or .dll or whatever that it's not going affect system development, than why not. Even MS would profit from that, increased brand loyalty etc. Main selling point for Windows is enormous base of software, not it's "good looks".

    Sigh.

What's with the graphics card compatibility comment ?! The point of DirectX was exactly not to have this kind of problem. Games DO NOT have to be "compatible" with a specific graphic card, only with DirectX which virtualizes all the graphics calls, if something isn't supported it is automatically emulated.
The problem is Microsoft seems to have introduced some bug in its implementation of older versions of DirectX (or maybe they just dropped it, not certain at this point)... This has nothing to do with the graphics cards. Many games work perfectly with the exact SAME card under Windows 7.

And about new games... we're not talking about normal applications here. I play for fun, and new games aren't fun for me at all (I hate all the 3D/FPS stuff).
But I think this is a lost cause, I've never heard any MS officials acknowledge there is a problem at all... So they aren't interested and don't care. This is fine for me. Ever since Windows 8, I've played all my old windows games under Linux. It needs more tinkering but it's ok.
