DX9.0c - win7 vs win8.1 :-(

Greetings.
I'm using a game "Eurotrucksimulator 2" and it is made with DirectX 9.0c. With same hardware (same PC), I have 15-20% lower performance in this game with Windows 8.1 than I had with Windows 7 :(. It is a MSI GTX 770 Lightning graphic card, and I'm using same driverversion in both Win7 and win8.1.

In DirectX 11 games (like Farcry 3 and Crysis 3), Windows 8.1 is as good as Windows 7.

Why is Win8.1 slower in dx9.0c?
Can I do anything about it? (reinstall win7 is not my favorit)

Did you install DX 9.0C June 2010 release to your windows 8 installation?

Yes. I have tried that, but it did not make any difference.

I have referred to a similar issue in an different thread.
This is a pretty common problem, but I have yet to find the solution of the low FPS. Infact, I am finding speeds of like 15% to 20% of full speed vs a loss of 15 to 20%...

There is something different in the windows8 settings, and I really hope someone finds the magic bullet.

There seems to be a real performance-hit in Win8 when using a dx9.0c game compared to same game, same HW in Windows 7.
I don't know where to look, as sometimes (but not allways) neither CPU or GPU is at 100% when the game takes a slow-down. This NEVER happens in Windows 7, so clearly something in Windows 8 is not optimized as long as it is dx9.0c!
