Solved Printer didn't fully install, now cannot remove

I tried to install my HP OfficeJet 6500 network printer and it hung half way through installing it. I tried to remove the printer, and it shows a status of Removing Device. It never completes removing the device. I add the printer again and I have another device for that printer that installed and works correctly. I've rebooted and it still shows the one instance of the printer as removing device.

Windows update also thinks I need an update for the device. It will download the update, but fails to install it. It's like something has corrupted or locked some of the files. I just cannot figure out how to clear it out.

System information: Acer W500 Tablet, Windows 8 Enterprise RTM 32 bit, 2 GB RAM, 128 GB SSD, clean install, all other devices and applications are working fine.

I used the Windows 8 Refresh and that fixed it. Of course it uninstalled a few things that I had already installed. Luckily I didn't have that much stuff installed.

I think I know what went wrong. Since I'm using the Enterprise version of Windows 8, it didn't prompt me for a license key during installation. Of course that means it didn't automatically activate. It appears you cannot install Windows Updates, 3rd party drivers, and some 3rd party software unless Windows is activated. When it tried to install my printer it needed to download the driver from Windows Update. That failed and it locked things up. Later I had run a script to apply the correct license key and activated Windows. Then I was able to do all those things I could not do before activation.

After the refresh I was able to install the printer (downloading the driver from Windows Update) and reinstall the applications that the refresh removed.
