Flash BIOS with no Bootable OS and possible corrupt BIOS

This machine was Really messed up, would not boot anything. Tried booting linux to get some files off machine but could not do so after multiple multiple attempts. Minitool Power Data Recovery would not even recognise the Drive. Now, I still can't get it to boot using the attempts below.

1. I also tried to create bootable usb with the softpaq BIOS Update but it would not work on my Windows 7 machine. The Target Machine is a Windows 8, or 8.1 I don' know.

2. Also tried Copying BIOS Update to usb and During Boot Pressing Windows Key+B, but this did not work either. Thinking of TRYING to use the WinPE enivronment, but don't know if I can even get that to boot?

Now I'm at this site trying to figure out how to create the WinPE Environment so that I can possibly run the BIOS Update from a USB. Unfortunately I don't know how to follow all the pathways they are specifying to use a Command to do this.

I'm trying to do this:
"Install Windows PE to a DVD, a CD, or an ISO file"
I have the file in my Downloads Directory in a Folder called "WinPE", I'm not quite understanding how to create the iso, so that I can burn it to disk.
1. Do I have to "Create a working copy of the Windows PE files. Specify either x86 or amd64:" First?
2. And is it safe to Create a working copy on my main machine? maybe I'll do this on another machine.

Just last week I use this guide to create a DOS bootable flash drive to flash the BIOS. I have read it is best to use pure DOS when flashing. It worked great for me.

Don’t try to make the flash drive on Windows 10. It did not work. When I used Windows 7, it worked beautifully. I did not try Windows 8,8.1

As an alternative, you can make a bootable FreeDOS USB flash drive using Rufus. This is not pure DOS though. Here is a guide.

I will use that link in the future TrustMe. I know most of the info here is good so will bookmark that one. I was able to get things going without the BIOS Flash so if every thing works well from here on out will leave it alone. I may Flash the BIOS once the OS is fully installed, and is being Installed as I write this.
