Can't change screen brightness on Samsung laptop

Hello,
I have a Samsung ATIV Book 8 Laptop (Model NP88OZ5E) running Windows 8.1, 64-bit version. If I turn on the computer with the power cord plugged in, the screen brightness is all the way up. If I turn on the computer without the power cord plugged in, the screen brightness is all the way down. In both cases, I can move the slider to control the brightness, but nothing happens and the screen stays at whatever brightness it was when I turned on the machine. I've tried changing the auto-adjust setting, and all the various power options (power saver, etc) with no changes whatsoever.

I've seen other posts about similar issues, and they mentioned the display adapter drivers. My computer has the AMD Radeon HD 8600/8700M and the Intel HD Graphics 4000. Both drivers are up to date. If I'm at home it's not really an issue, but if I'm out and about I constantly have to remember to plug in my computer before turning it on to make sure it's actually usable, which gets frustrating.
